Disabling webhooks that don't work

If all subsequent events sent to a given webhook end in errors, the following actions are taken:

• After 48h: a notification of a non-functioning webhook is sent.
• After 7 days: automatic disabling of the webhook takes place, a notification is also sent. Disabled webhook can be re-enabled in the panel.
